I have the honour to transit for your
consideration the enclosed copy of a letter from the Captain
Superintendent of Police in which he recommends an increase
in the scale of pay of Members of the Fire Brigade.

Mr. Badeley submits that if, as is most
desirable, the Fire Brigade is to continue to be recruited
from the Police Force, a permanent increase of pay will be
necessary. At present Members of the Police Force who join the
Brigade receive $9 a month as firemen, $12 as Assistant
Engine Drivers and Assistant Foremen, and $16 as Engine Drivers
and Foremen. Mr. Badeley proposes that the revised scale
should provide $15, $20, and $25 respectively, and in
enumerating his reasons for recommending this considerable
increase he points out that when the $9. rate was fixed the
dollar was worth about twice its present value, while the
work that the Firemen have had to perform has materially in-
creased.

If there seemed to be any likelihood of
securing the services of the necessary number of recruits for
the Fire Brigade without having recourse to this increase of
